Any real life modern policing handgun worth the space often has a high capacity as an intended feature to account for their difficulty in scoring hits- they’re harder to handle than rifles.
Our .35 auto handguns that exist still require seven shots at minimum to kill an unarmored person, the damage balance as it works is likely fine in regards to submachineguns, but the handguns of both NT and the syndicate could use a capacity buff to account for a high certainty of not scoring hits, and to improve their viability against even slightly armored targets.
It allows budget criminals a little more flexibility, and officers a better fighting chance when operatives blow the armory up.
12 shot capacity, or even slightly more up to 13 or 14, would make handguns more viable to use alongside riot shields/energy shields- without entroaching too much on the strengths of the SMGs in terms of inventory efficiency.
