Don't sever device links when a device overloads but disable the link instead

Device network devices overload when you link to many devices together and/or they activate each other to fast.
This causes the link to be deleted to prevent spamming the server but that makes it frustrating to fix.
Ideally the link would be somehow disabled instead of deleted so players can fix the issue by removing one of the links or slowing their contraption down instead of having to redo all the links.
