Following this restricted weapons list the captains sword would be considered restricted weaponry.
I’m sure this is just a mistake but it could probably be used nefaioursly by a security officer against captain.

Don’t change this too fast. I wanna have a fun lawyer round.
Better yet, its not restricted but CONTRABAND. 
That said captain can make captain sabre legal and wear it, its only syndicate contraband that sec+command can’t use/make legal for themselves with exception of extreme situations or war ops.
