Vulture playtests of advanced chem changes

I’ve played with the new vulture PR (#39464) and I think this works better. I think halving the time it takes for advanced brutes to heal from what it originally was, and allowing them to work in tandem with Bicaridine is a good change to let Bic get used more, while still giving the advanced chems usage

Putting this here, since I didn’t know it was a thing.
