Add a way for admins to roleban from ghost roles/prevent players from ghosting entirely

Title, pretty much. Players killing themselves to escape admin retribution and/or taking and subsequently ghosting out of ghostroles makes me want to tear my nerves out.

limiting how often people can take a ghost role (once every 10 minutes for example) would be nice and address things like:

taking and subsequently ghosting out of ghostroles

i’d vouch for this, some players tend to kill ghost roles to spite the admins
