The point of the thought is to allow team antags that don’t otherwise have speech capabilities the ability to talk to each other.
On one hand this could be done by implementing ye olde language system of The Before,
But more practically one could just make it where, say, those of the Same “type” can understand each other— like rats to rats, slimes to slimes, spiders to spiders, carp to space dragon.

This makes sense tbh. But it is probably waiting on the chat refactor if anything.
Like, xenos probably need a hive mind as some other antags (like blob) also might need it.
Antags of the same species should also be capable of communicating with one another and any spectator just sees a garbled version of the message or none at all.
There is already something similar with whispering.
AFAIK, languages are pending chat refactor. On some fork servers, languages are handled about as you described. Certain mobs like mothroaches communicate in a language that humanoids can also know (in this particular example, Moffic).
