I find many times and scenarios where I would appreciate the ability to set my character walking down a long hallway while being able to send a radio message or say something locally to someone next to them while the character continues the direction of travel.

I envision this as something initiated by a unique hotkey (control W or control up arrow key). You stop the movement by being out of your chat box and using any movement direction.

I’m new to this forum, my apologies if this has been raised before.

Well, this particular section of the forum is quite new, so it most likely wasn’t raised here.
But yeah “walk and talk” is something that’d be very cool to have.

This is technically possible by holding a direction key while typing, but gets inconvenient when you have to type the letter you’re holding, so I do agree with you that this would be good QOL.
