If a user is banned from command roles is it acceptable for the Captain to promote them to a command role?

Or can they not be promoted to those roles either?

I ask this because I have usually seen this happen.
And I understand that there are users who are OOC friends and always help each other in the rounds.

Accepting a promotion to a banned role is ban evasion, it says that in the rules.
