On maps with psychologists, a small single padded room would be made available near the psyche office to confine a jacketed person.
Cell padding is fire retardant and cannot ignite.
On maps without the psychology department, the padded cell can be in security or medical bay.
Additionally to construct these padded cells, 4 new builds.

Padded door - Secure padded door with small viewport.
Padded light - Special lighting fixture that cannot be easily tampered with and is case covered to prevent touch burns.
