The thing with putting a command role in your preference page at all is that if your high preference is unavailable, it will more often than not choose that command role. Another thing is if you have all of your preference set at medium, it will most likely choose a command role. This is pretty infuriating because it never gives an even possibility of every job being chosen.
command jobs are rolled before all other jobs, to decrease the odds of command being devoid of all life. the side-effects of this are frustrating, but it’s like this for a reason

I wish that antags always rolled before command. so you could have a chance of becoming wizard/nukies/traitor even if you have command roles selected.
