Release and forget of antags found early

I was the Head of Security on Core, server being Leviathan, rather recently, and two of my SecOffs had seen a Lawyer with plenty of contraband - all of it being Thief gear: jaws of life, fultons, C4, the whole deal.

They dragged the Lawyer back to Security in cuffs. After a thorough search, he did have all this gear. I then stated in LOOC that I felt bad for the guy, as we were less than five minutes into the shift.

Other officers agreed, and we decided we would release the Lawyer with everything they had before except the C4 (lethal reasons). We then flashed ourselfs and “forgot” why the Lawyer was in cuffs.

As a command member, especially HoS, I want everyone to have fun with their role or alignment. Catching someone super early because they made a small mistake is really a fun-killer and can put them out for that whole round, especially as they already got all their things.

Too bad the server crashed about two minutes after all this, but I just want to know if something like this is alright?

Individual situations can be very complex, so it’s hard to give a definitive yes or no for a real situation, but to try to boil things down:

Security is generally free to be lenient on people as long as they aren’t creating an unreasonable danger to the crew. If security does release someone, they should do so without allowing them to have any contraband, since security cannot allow the use of contraband.

Using OOC or LOOC for making in round decisions is against the rules, but the concern is typically with people making decisions that negatively impact players. I can’t say that the LOOC coordination that you described is allowed under the rules, but I don’t think most admins would be bothered by it.
