You can see the recommendation of sentencing times and the rest of space law on our wiki. The times listed are the maximum sentences you can give for that crime, and crimes marked in the same color do not stack. If you arrest someone for assault and murder, you can only sentence for murder.
You should note that being a syndicate agent is not a crime, and you can’t arrest for that. If they have an open uplink, you can charge them with posession of syndicate contraband, confiscate the PDA, and have the HoP give them a new PDA.
