Is it against the rules to Tesla and Singulo loose as a non antag through artifacts?
As this is nearly impossible to predict, no. Not only is it super rare, but chances are that the person activating it is not aware of the destruction they are about to unleash, as well as die. This is pretty much unenforceable. You could argue technically it is, but the person in question would have to demonstrate that they had full awareness of what they were about to do, which, since artifacts are nearly fully RNG, highly unlikely.

I was told the artifact would say “station wide destruction” as a result which made me question if it is against the rules or not since it would be obvious what it would do. thanks though
That must be new then. It used to say “Gravitational anomaly” or something along those lines. If it says that and you aren’t an antag and decide to activate it outside of a containment field then yes you can be held responsible.
