usually when you a help if an admin isn’t already present in the game there’s going to have some time between that toxic player to roam around and cause a lot of damage what do you do when you are unlucky enough to be Infront of one without security around?

I you mean no security at all then my tip is not to play Lizard/nopop. If you mean no sec in your area, you can always go to sec intercom/warden and report them for disturbance/vandalism etc.
Do not forget to throw some shit on top like contraband weapons so sec gets a move on and have reason to check them sooner than later.
Chances are they gonna be toxic to sec as well, fail to comply, resist and so on and end up getting arrested. Bonus points for false accusations about contra not being false. 
Hiring departamental security will help you long term and in cases of some departments it can be extra valueable like scisec that could ask for laser to always be ready for your artifact holospawns on top of bonking troublemakers and yeeting them out.
also if theyre being annoying to you chances are secs already pissed at them, so probably happy for the excuse to shitsec ‘Legally, and while following procedures, detain’ them
this is less of a tip and more of a comment but something I’ve noticed is that some of the most toxic players on lizard seem to feel as if they are some kinda pillar of the community when engaging in their actions, and as seen when they do get banned or otherwise punished and proceed to make appeals or complaints, they truly feel as if they did nothing wrong and instead it’s everyone elses fault.

Then there is part where Levi had way less shitters in last month or two than before, almost feels like progress.
Good to know, when I stopped playing Lizard I realized how quiet Leviathan was and that’s where I moved until my last days before my ban.
The good thing about having played most of my hours on Lizard is that I learned a lot of things the hard way and I can defend easier from any antag and survive in a station in chaos.
