  1. I see someone flash someone else, the target of flash gets stunned horizontal. Can I mindshield the flash user?

  2. Someone is reported flashing people, I arrest the flash user and find a flash in their bag. Can I mindshield the flash user?

I found no mention of revolutionaries or mindshields in server rules or rule clarifications.
